The Annual General Assembly of the World Curling Federation took place at the Aomori Hotel in Aomori, Japan on March 21.

Initiatives and announcements of note:

• Rules of Curling and Rules of Competition
• World Mixed Doubles Curling Championship: Vierumäki, FIN
• WCF qualification system for FISU University Winter Games (Universiade)
• Host announcement: Prague, CZE and Sursee, SUI
• Director of Competitions


1. Rules of Curling and Rules of Competition

By unanimous vote, a new standardized rulebook was adopted by the World Curling Federation. The introduction of the new Rules of Curling and Rules of Competition is unprecedented in scope, and a variety of member associations also played key roles in a process involving numerous drafts over several years of work.

The Rules take effect in June, 2007 for all WCF-sanctioned competitions, and member associations are invited to adopt same.

Highlights:

• For round-robin games, last-rock advantage will declared by Draw Shot Distance (DSD). At the conclusion of pre-game practice, one athlete delivers one stone to the tee at the playing end with sweeping allowed. The team with the lesser DSD has the choice of delivering first or second in the first end.

• Wheelchair Curling was given its own place in the Rules of Curling and Rules of Competition.

• The Bronze Medal Game, a playoff to declare third place, was adopted.

• The sweeping motion was clarified in that "it need not cover the entire width of the stone."

• The use of a delivery stick is restricted from use in any WCF competition or qualifying event, except wheelchair events.

• The width of the sheet of ice, from the inside edges of the side lines, is now 5 m. (16 ft. 6 in.). In addition, a Courtesy Line is introduced, 15.24 cm. (6 in.) in length and and 1.27 cm. (1/2 in.) maximum width, placed 1.219 m. (4 ft.) outside and parallel to the hog lines, on each side of the sheet.

• Mixed Doubles, in which a team consists of two players (one male and one female), was given its own place in the Rules of Curling and Rules of Competition.

• The June 2007 rule book will be valid from June 1, 2007 to May 31, 2008. The deadline for submission of rule suggestions is February 1, 2008.

Details of the new Rules of Curling and Rules of Competition are available through the WCF Media Relations Officer and will be available to the public on the WCF website after the 2007 Ford World Curling Championships in Edmonton, Canada (March 31-April 9).


2. World Mixed Doubles Curling Championship: Vierumäki, FIN

WCF announced the inaugural World Mixed Doubles Curling Championship to be contested in Vierumäki, Finland March 9-15, 2008. This new event will be held in conjunction with the 2008 World Senior Curling Championships.


3. WCF qualification system for FISU University Winter Games (Universiade)

WCF announced a new qualification system for member associations into the FISU University Winter Games (Universiade). Points shall be awarded, commencing with January's FISU University Winter Games (Universiade) in Pinerolo, Italy and and continuing through the World Junior Curling Championships (men's and women's) and World Curling Championships (men's and women's). The next FISU University Winter Games (Universiade) will be held in 2009 in Harbin, China.

4. Host announcement: Prague, CZE and Sursee, SUI

WCF announced that Prague, CZE will host the next European Junior Challenge in January, 2008. WCF also announced that Sursee, Switzerland will host the 2008 World Wheelchair Curling Championship, February 2-9.


5. Director of Competitions

WCF announced that Keith Wendorf has been appointed WCF Director of Competitions. Wendorf currently serves as a WCF Development Officer, and will assume his new role on April 1, 2007.


The next Annual General Assembly of the World Curling Federation will take place during the 2008 World Men's Curling Championship in Grand Forks, North Dakota, USA. The Semi-Annual Assembly of the World Curling Federation takes place in December 2007 during the Le Gruyère European Curling Championships in Füssen, Germany.
